Background The City of Boise, Idaho, is seeking a consultant to conduct a feasibility study for potential urban expansion into three edge areas: South Airport, East Columbia, and Third Bench. The goal of this contract is to evaluate the long-term feasibility and implementation considerations associated with the city's expansion and its Area of Impact. Work Details The consultant will deliver an Area Expansion Feasibility Study that includes: 1. Growth Assumptions: a. Council Policy Direction b. Market Strength and Landowner Interest 2. Constraints and Infrastructure Feasibility: a. Existing and Planned Condition Assessment/Environmental Scan b. Infrastructure Needs 3. Land Use Scenarios and Program Development: a. Land Use Scenarios b. Service Needs and Fiscal Impact Analysis c. Evaluation of Scenarios with Planning Goals 4. Council Evaluation and Decision Framework. Final deliverables will also include a summary report and all necessary supporting technical appendices. Period of Performance The contract period is expected to commence on April 29, 2026, with proposals due by May 27, 2026. Place of Performance The work will be performed in Boise, Idaho, specifically focusing on the identified edge areas for potential urban expansion.
