Background The Town of Waterford Utility Commission is seeking sealed proposals from qualified licensed contractors for the Replacement of Existing Plastic Water Services with New Copper Water Services as part of the FY26 Paving Program for District 2 Roads. The goal of this project is to enhance the reliability and safety of the water supply by replacing plastic water service connections with copper connections. Work Details The work includes replacing plastic water service connections with copper water service connections for all connections less than or equal to two (2) inches in diameter. The contractor may use existing corporation stops and curb boxes if they are in good condition. New taps to the water main are not expected unless necessary due to existing conditions. The project will also involve trench excavation, pavement removal and backfill, sidewalk removal and backfill, pipe bedding, traffic control, leakage tight testing, trench paving, sidewalk replacement, and protection of trees and shrubs. All materials must be new and comply with specified standards. Specific materials include Type K seamless copper tubing, copper compression fittings (Mueller H15008N), curb stops (Mueller H15207N), and curb boxes (Buffalo type 2-1/2” dia.). The contractor must mobilize within 1-2 weeks of bid award. Period of Performance The contract period will commence upon issuance of a Notice to Proceed and must be completed within 30 consecutive calendar days thereafter. Place of Performance The work will take place in District 2 Roads within the Town of Waterford. Bidder Requirements Bidders must provide a Certificate of Insurance with specified minimum coverage limits, including General Liability ($1 million each occurrence), Auto Liability ($1 million combined single limit), Umbrella Liability ($1 million each occurrence), Workers’ Compensation (statutory limits), and Employers’ Liability ($500,000). Bidders must also comply with Connecticut General Statutes regarding worker's compensation payments and provide proof of completion for construction safety training courses.
