Background The Town of Royalton, Vermont, is seeking bids for construction services to improve the HVAC system at the Royalton Town Garage. The project aims to replace an existing fuel oil-fired boiler with a more efficient propane-fired boiler as part of the Town's energy improvement initiatives. This work is funded through a SOV MERP Implementation Grant from the Department of Building and General Services (BGS). Work Details The scope of work includes the following: 1. Replacement of the existing fuel oil fired 169 MBH unit with a condensing propane-fired boiler with a modulating burner and stainless-steel heat exchanger. 2. The new boiler specifications include: - Heating capacity: 150,000 BTU/hr - Annual Fuel Utilization Efficiency (AFUE): ≥ 90 - Turndown ratio: ≥10:1 - ECM circulator motor - Voltage: 120/240V - Propane conversion kit - Control module for supply water temperature adjustment based on outdoor air temperature. Basis of design is Rinnai IP150S or equivalent. 3. Installation tasks include: - Removal and proper disposal of the existing boiler and fuel oil tank - Installation of the new boiler and propane tank per manufacturer’s instructions - Connection to new propane lines and verification of regulator function - Charging system with refrigerant and testing for leaks - Connecting and sealing all necessary ductwork - Testing all system modes and verifying proper operation - Providing system documentation, manuals, permits, warranty information, and training for town personnel on system maintenance. Period of Performance Construction is scheduled to take place from Summer to Fall 2026, with a required completion date of November 15, 2026. Place of Performance The work will be performed at the Royalton Town Garage located at 4021 VT-14, Royalton, Vermont. Bidder Requirements Bidders must be registered with the Vermont Secretary of State's office and submit documentation as part of their bid. They are required to provide a bid bond amounting to 10% of the proposal cost. Additionally, bidders must comply with all applicable state and federal wage and labor laws, maintain appropriate insurance coverage including workmen's compensation, and ensure that all employee drivers comply with Federal Motor Carrier Safety Administration regulations.
