Background Fort Leavenworth serves as the U.S. Army’s Center for Excellence in combined arms education, doctrine, and leadership development. The Mission Command Training Program (MCTP) supports the collective training of U.S. Army units as directed by the Chief of Staff of the Army (CSA) and scheduled by U.S. Army Western Hemisphere Command, following the U.S. Army Sustainable Readiness Model to train leaders and provide commanders with opportunities to train on mission command in Unified Land Operations. The MCTP conducts various exercises, including Warfighter Exercises, Joint and Combined Staff Training Exercises, Mission Readiness Exercises, and Contingency Operations, averaging 73 exercises annually to support brigades and other units up to U.S. Army Service Component Commands. Work Details The contractor is required to provide non-personal technical services to support MCTP's mission requirements. This includes staffing with qualified personnel capable of operating computer-based simulations and models, as well as automated tools for data collection and analysis utilized by MCTP. Key systems include Joint Land Component Constructive Training Capability (JLCCTC), Command, Control, Communications, Computers, and Information Systems (C4I), Warfighters Simulation (WARSIM), After Action Review System (AARS), and Joint Training Information Management System (JTIMS). The contractor will design and execute multi-echelon Warfighter Exercises that offer realistic training scenarios for commanders and their staff. Responsibilities also include creating training programs on simulations, acting as opposing forces during exercises, providing technical support for hardware/software maintenance, shipping government equipment to remote sites for exercises lasting 5-12 days, and adapting exercises based on evolving Army doctrines. Period of Performance The contract period of performance is from April 15, 2026, to September 14, 2026, consisting of a three-month base period followed by a two-month option period. Place of Performance The contract will be performed at Fort Leavenworth, Kansas.
