Background The State of Connecticut Department of Administrative Services (DAS) is issuing this Request for Proposals (RFP) to establish one or more on-call contracts with qualified firms. The Connecticut Department of Public Health (DPH) administers programs aimed at improving public drinking water infrastructure, primarily through the Drinking Water State Revolving Fund (DWSRF) Program. This program provides financial assistance to eligible Public Water Systems (PWS) for necessary infrastructure improvements to comply with state and federal drinking water regulations. Additionally, DPH manages the Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) grant program, which addresses contaminants of concern in resource-constrained communities. The objective is to meet the increasing demand for qualified technical assistance in project development and execution. Work Details The contract will involve providing professional engineering and related support services to assist DPH and participating PWS in implementing drinking water infrastructure projects. Services will cover the full project lifecycle, including planning, design, permitting, construction, and compliance activities associated with projects funded under the DWSRF Program and other DPH-administered initiatives. This is an indefinite quantity contract with no guaranteed minimum amount of work or compensation. Period of Performance The contract term is three years with the possibility of three one-year extensions. Place of Performance Services will be performed within the State of Connecticut.
