The Chittenden County Regional Planning Commission (CCRPC) is soliciting responses from qualified Contractors and/or Organizations (hereinafter CONSULTANT) to aid in implementation of a social change marketing campaign known as Rethink Runoff. The purpose of this campaign is to educate residents about water quality, and particularly the impacts of stormwater runoff in a nine-town portion of Chittenden County, Vermont. Over the 5-year period, anticipated to run from July 1, 2026, through June 30, 2031, the annual budget for the Marketing Contractual Services sought via this RFP will vary from year to year depending upon workload. Exclusive of media purchase costs and subconsultant costs (e.g. voice-over, video production costs, etc.), CCRPC anticipates providing to the CONSULTANT $7,000 to $15,000 per year for professional services. Work Details The CONSULTANT will be responsible for several tasks over a five-year period from July 1, 2026, to June 30, 2031. Key tasks include: 1. Media Campaigns: Conducting media campaigns in early fall, winter, and spring each year using existing advertisements and new creative content as needed. The budget for these campaigns will vary annually but is estimated at approximately $26,000 per fiscal year. 2. Annual Reports: Providing a Minimum Control Measure #1 Annual Report by March 1st each year detailing media purchases, earned media, web traffic, and compliance data. 3. Participation in MS4 Steering Committee meetings: Attending at least four meetings per year. 4. Website Maintenance: Ensuring the functionality of www.rethinkrunoff.org and updating content as necessary. 5. Ad Hoc Design Services: Offering design services for various outreach efforts including social media ads for community events. Period of Performance The contract will be executed over a five-year period from July 1, 2026, through June 30, 2031. Place of Performance The services will be performed in Chittenden County, Vermont, specifically targeting nine municipalities including Milton, Colchester, Winooski, Burlington, Essex Junction, Essex, Williston, South Burlington, and Shelburne. Bidder Requirements Bidders must be registered with the Vermont Secretary of State’s office to conduct business in Vermont.
