Background The Bureau of Criminal Apprehension (BCA), part of the Minnesota Department of Public Safety (DPS), is seeking proposals to establish the BCA Educator Master Contract Program. This program aims to create a pool of qualified educators who can provide training for peace officers and law enforcement personnel, fulfilling the BCA's statutory training mission under Minnesota Statutes § 626.848. The training will cover various topics essential for law enforcement, including crime scene techniques, human trafficking, and investigative methods. Work Details Responders will be required to provide training services that may include: 1. Development of existing and new courses tailored to meet BCA's needs. 2. Guaranteeing that POST Certified courses fulfill the required seven hours of instruction per day. 3. Transmitting course materials electronically at least two weeks prior to class commencement. 4. Providing all necessary handouts and materials for attendees, excluding PowerPoint handouts which will be provided by BCA. 5. Presenting classes developed by BCA or co-instructing classes. 6. Consulting on current curriculum content and providing feedback for improvements. Minimum qualifications include two years of experience in developing and presenting relevant course topics. Period of Performance The anticipated contract term is from July 1, 2026, through June 30, 2027, with options for extensions until June 30, 2029. Place of Performance Training services will primarily be conducted within the state of Minnesota; specific locations will be determined based on mutual agreement between BCA and selected educators. Bidder Requirements Responders must demonstrate compliance with minimum qualifications: two years of experience in their identified course topic and presenting to law enforcement agencies. Additionally, they must adhere to Minnesota's commitment to diversity and inclusion in procurement processes.
