The Bureau of Criminal Apprehension (BCA), a division of the Minnesota Department of Public Safety (DPS), is requesting proposals from qualified responders to provide training for peace officers, law enforcement staff and leadership, and for various BCA programs and conferences. The resulting contracts from this solicitation will create the BCA Educator Master Contract Program ( Program ) which will be a bank of educators capable of teaching one or more of the topics or elements of the courses, programs and conferences required for the BCA to fulfill its statutory training mission. An important component of the Program is to meet BCA's statutory requirement under Minnesota Statutes 626.848 to provide training for peace officers. By statute, the courses must correspond to the officers': 1) powers and duties; and 2) use of approved equipment and the latest techniques for detection, identification and apprehension of criminals.
