In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), The Contracting Officer has chosen to solicit quotations directly from suppliers since this acquisition at or below the simplified acquisition threshold. No solicitation will be posted on the System for Award Management (SAM). North American Industry Classification System (NAICS): 238220- Plumbing, Heating, and Air Conditioning Contractors and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $19.0M. (4) Description of Requirement (i) The Brackish Groundwater National Desalination Research Facility (BGNDRF) has an urgent need to repair a leak on two piping systems near its largest outdoor pad. The facility is at reduced capacity and is unable to support ongoing research. Additionally, there is a potential for unauthorized discharges to the ground or sanitary sewer without repair; discharges at the facility are covered by a New Mexico Environment Department discharge permit. This project is needed to fix known leaks on two valves, but the proximity and method of original installation may require replacement of all valves and associated fittings in the area. The potable water does not appear to be leaking currently. The leaks and scope are based on the excavation done by Reclamation staff. The Contractor will need to fully excavate the work area to confirm whether any changes are necessary. Additional information on this requirement is provided in the attached Statement of Work titled "Attachment 1- SOW Pad 10 Piping repair _Dt 24 April 2026" (ii) The Government intends to award to the responsible offeror who's quote, conforming to the solicitation, represents the best value to the Government. Background The Bureau of Reclamation (Reclamation), Upper Colorado Basin Region, Albuquerque Area Office (AAO), is responsible for planning, design, and construction of projects in the Brackish Groundwater National Desalination Research Facility (BGNDRF) located in Alamogordo, NM. The BGNDRF operates under the United States Department of Interior and aims to promote sustainable advanced water treatment research and technology development for inland brackish groundwater sources. This contract addresses an urgent need to repair leaks in two piping systems at the facility, which is currently operating at reduced capacity and unable to support ongoing research due to these leaks. Work Details The contractor will be required to perform the following tasks: 1. Fully excavate the work area near the largest outdoor pad to confirm the extent of leaks on two valves and associated fittings. 2. Replace two 4” valves and one 6” valve that are associated with storage tanks, using MEGA couplings for all connections. 3. Conduct excavation while ensuring visibility of supply pipelines and maintaining a safe work area, considering existing buried utilities such as electrical lines and other pipelines. 4. Install thrust blocks where necessary but avoid burying fittings and valves if possible. 5. Pressure test all new installations to verify no leaks are present before re-burying the site. 6. Prepare detailed drawings showing the location of all pipelines, valves, and fittings in the excavated area.
