The work involves the construction of improvements to the Locust Street Pump Station. This includes the replacement and enhancement of five diesel engine-driven propeller pumps for stormwater conveyance. The existing diesel engines will be replaced with electric drive motors, and the stormwater propeller pumps will be rehabilitated. Additionally, the project entails constructing a new electrical building, installing a new emergency backup generator, and performing other miscellaneous work. A non-mandatory pre-bid conference will take place on May 14th, 2026, at 2:00 p.m. at the Omaha Airport Authority offices, followed by a site inspection. Additional site inspections can be arranged by appointment before the visit. Each proposal must include a bid guaranty of five percent of the total bid amount, which can be a certified check or bid bond made payable to the Omaha Airport Authority. The successful bidder will also need to provide separate performance and payment bonds, each equal to 100% of the contract. Bids may be held by the Omaha Airport Authority for up to 90 days after the bid opening date for evaluation purposes. The successful bidder will be required to work in a security-controlled area of the airport, and key personnel must obtain an appropriate Airport Identification Badge. Unlawful entry into restricted areas is a criminal offense. Bidders should be aware of this requirement when submitting their proposals. The Omaha Airport Authority reserves the right to delay or cancel the bid opening, reject any and all bids, and waive any informality in the bids received. Only bids from prequalified bidders will be opened. This project is subject to the Davis-Bacon Act, and the contractor must comply with wage and labor provisions, paying minimum wages according to the rates established by the U.S. Department of Labor. It is also subject to the requirements of 49 CFR Part 26 regarding Disadvantaged Business Enterprise participation, with a contract goal of 0.00% participation for small business concerns owned and controlled by qualified disadvantaged business enterprises. Bidders must document good faith efforts to meet this goal.
