Work Details The services required under this RFQ include: 1. Coordination and oversight of environmental assessment and cleanup activities at brownfield sites, including site investigation, soil remediation, groundwater treatment, and hazardous building materials abatement. 2. Conducting Phase I Environmental Site Assessments (ESAs) in accordance with the All Appropriate Inquiries Rule or ASTM E1527-21. 3. Performing Phase II ESAs to assess contamination presence and extent. 4. Preparing an Analysis of Brownfield Cleanup Alternatives. 5. Ensuring enrollment in the State Superfund Voluntary Cleanup Plan. 6. Incorporating green and sustainable remediation principles into cleanup activities. 7. Conducting onsite inspections for compliance with site plans. 8. Managing Davis-Bacon Act documentation including worker interviews and payroll reviews. 9. Developing site-specific Sampling and Analysis Plans and Health & Safety Plans. 10. Collecting post-cleanup clearance samples and preparing final cleanup documentation such as completion reports. 11. Administering procurement of cleanup contractors and consulting with state/federal agencies as necessary. Period of Performance The contract will be performed over a three-year period from 2026 to 2029. Place of Performance The geographic location for performance will primarily be within Missoula, Montana. Bidder Requirements Firms must demonstrate qualifications as a Qualified Environmental Professional (QEP) as defined in 40 CFR § 312.10, possess advanced health and safety training per OSHA standards, and comply with federal requirements including DBE procurement practices.
