Background Lincoln Electric System (LES) is issuing this Request for Proposal (RFP) to select a qualified vendor for electric utility bill statement, printing, and mailing services. LES has been serving the Lincoln area for over 60 years, providing electricity to approximately 275,000 residents across a service area of about 200 square miles in Lancaster County, Nebraska. The goal of this contract is to redesign and operate LES's electric utility bill output services while maintaining current functionalities and improving customer communication. Work Details The selected vendor will be responsible for: 1. Redesigning and operating LES’s electric utility bill output services, including accessible customer statements/notices. 2. Providing end-to-end statement/notice composition, print, and mail services to support LES’s monthly billing cycle and daily production needs. 3. Partnering with LES to refresh customer communication designs with accessibility considerations. 4. Establishing secure data exchange with LES for bill output file delivery and confirmations. 5. Supporting electronic presentment and archiving of statements for retrieval by customers and internal users. 6. Coordinating implementation planning, testing, cutover, and knowledge transfer necessary for transitioning from the current solution to the proposed service. Period of Performance The preferred start date is one month after the completion of the Statement of Work (SOW), expected in early Q3 2026, with a go-live date no later than February 1, 2027. Place of Performance The services will be performed primarily in Lincoln, Nebraska.
