Background The Vermont Agency of Education (AOE) is seeking to establish contracts with one or more companies to provide support and consultation services aimed at assisting the education of students who are blind or have visual impairments (BVI). This initiative is in accordance with 16 V.S.A. § 2967 (b)(2), which emphasizes the importance of providing adequate educational resources for these students. Work Details The Contractor will provide consultation, technical assistance, and instructional support in the areas of the Expanded Core Curriculum (ECC) as defined by NASDSE Guidelines. Specific service areas include: - Orientation and Mobility - Social Interaction Skills - Independent Living Skills - Recreation and Leisure - Career Education - Assistive Technology - Self Determination - Sensory Efficiency - Compensatory (Functional Academic Skills). Additionally, statewide services will be provided to support school personnel and families regarding student growth and development. Consultation services will be based on individual student needs articulated in their IEP or 504 plan and may include on-site support, technical assistance for educators, staff training, observation with follow-up contact, academic content accommodations, and family support services. Period of Performance The contract period will last for 24 months starting from July 1, 2026, with an option to renew for up to three additional twelve-month periods. Place of Performance Services will be performed statewide across Vermont as needed. Bidder Requirements Bidders must demonstrate expertise in serving BVI students and must employ appropriately licensed educators or qualified professionals. They are required to complete background checks for employees working with students. Bidders must also comply with self-reporting requirements for any past violations related to worker classification if the bid exceeds $250,000.
