The purpose of this RFQ is to seek a consulting firm or team with expertise in trail design, engineering, landscape architecture and site design to design Cedar Creek Streamway Trail Phase IV. Phase IV picks up where Phase I began, in Lake Olathe Park at the edge of the lake. The City's vision for this project includes a bridge across Lake Olathe, a trailhead parking lot, a restroom facility and required site improvements. Recommendations shall align with the Olathe Trails and Greenways Guiding Plan as well as the Parks & Recreation Master Plan. The City is requesting proposals for this work and firm selection will be qualifications-based
Background The City of Olathe, Kansas, serves as the county seat of Johnson County and is the fourth largest city in the state, with a population exceeding 140,000. The city prioritizes quality of life through excellent services including parks and trails. Olathe currently offers over 26 miles of multi-use trails and 20 miles of park trails, with ongoing demand for new outdoor public spaces. The Cedar Creek Streamway Trail is a key recreational asset that connects Cedar Lake, Lake Olathe, and Cedar Niles Park. This RFQ seeks a consulting firm to design Phase IV of the Cedar Creek Streamway Trail, which will include significant infrastructure improvements aligned with the city's guiding plans. Work Details The selected consultant will provide comprehensive services including engineering, landscape architecture, surveying, permitting, cost estimating, bidding assistance, and construction administration for the following components: 1. **Trail and Pedestrian Bridge Design**: A new segment of the Cedar Creek Streamway Trail within Lake Olathe Park featuring a pedestrian bridge over Lake Olathe to connect existing park trails. The bridge must be elevated to allow small watercraft passage. 2. **Trailhead Parking Improvements**: Design a parking lot near Dennis Avenue with approximately 20 spaces and related site improvements. 3. **Stormwater Management**: Design drainage improvements associated with the trail and parking lot. 4. **Restroom Facility**: Design a new restroom facility meeting building codes and accessibility standards. 5. **Site Amenities**: Additional improvements may include shelters, signage, seating areas, bike racks, and landscaping consistent with city plans. 6. **Permitting Coordination**: Assist in obtaining necessary local, state, and federal permits. 7. **Public Engagement**: Facilitate public engagement and stakeholder coordination throughout the project. Period of Performance The project timeline includes RFQ issuance on April 20, 2026; proposal submissions due by May 15, 2026; evaluations from May 18-27; selection notification on May 29; project kickoff in June/July 2026; design phases through Fall 2026; final design by Spring 2027; bidding in Spring 2027; construction from Summer to Fall 2027; with project completion anticipated in 2028. Place of Performance The work will be performed at Lake Olathe Park in Olathe, Kansas. Bidder Requirements Respondents must demonstrate qualifications relevant to trail design and construction projects. All proposals must be submitted electronically via Bonfire.
