Background The State of Montana, through the State Procurement Services Division (SPSD) on behalf of the Department of Public Health and Human Services, is issuing this Request for Proposal (RFP) to engage a contractor for the Montana Tobacco Use Prevention Program’s (MTUPP) ReACT youth engagement program. The goal of this program is to effectively engage youth in tobacco prevention efforts. Work Details The contractor will be responsible for delivering the ReACT youth engagement program, which includes educational materials and services aimed at preventing tobacco use among youth. The specific services to be provided include developing and implementing strategies that resonate with young people, facilitating workshops, and providing resources that support tobacco prevention initiatives. The total funding request for the period of July 1, 2026, through June 30, 2027, is to be submitted as a lump sum. Period of Performance The contract will be performed from July 1, 2026, through June 30, 2027. Place of Performance The geographic location for the performance of this contract is within the State of Montana. Bidder Requirements Offerors must comply with specific requirements including completion of a Business Information document and adherence to mandatory requirements outlined in the RFP. Additionally, offerors must certify compliance with Executive Order No. 12-2016 regarding Equal Pay for Montana Women to receive bonus points in evaluation. Offerors must also confirm they do not discriminate against firearm entities or trade associations as per MCA regulations.
