Summary (Newest Update)

Background The National Geospatial-Intelligence Agency (NGA) is seeking information to support the sustainment, enhancement, and continuous delivery of the Aeronautical Mobile Application (AMA). This initiative is in response to a 2010 request from the U.S. Army for NGA to digitally display Instrument Approach Procedures (IAPs) and Airport Diagrams (APDs) with clarity comparable to paper products. The AMA serves as part of an Electronic Flight Bag (EFB), providing time-sensitive Safety of Navigation (SoN) aeronautical data to support the operational needs of the Department of War and its foreign partners. The success of AMA relies on timely access to verified aeronautical data, particularly in Denied, Degraded, Intermittent/Low Bandwidth (DDIL) environments, which is critical for minimizing navigational risks during missions. Work Details The contractor will be responsible for: 1. Providing consistent access to aeronautical data across multiple operating systems for domestic and foreign government customers. 2. Processing 11-25 gigabytes of data from various sources on a 28-day cycle for presentation on mobile devices usable in Impact Level (IL) 6 environments. 3. Maintaining over 4.5 million lines of code across multiple operating environments. 4. Supporting NGA business hours (0900-1700 EST, M-F). 5. Performing work at the contractor's facility or as directed by NGA. 6. Creating and maintaining user manuals for AMA application software that outline all capabilities. 7. Delivering requirements in a contractor-owned/managed Cloud environment. 8. Absorbing costs for errors that require replacement deliverables. 9. Updating software capabilities per backlog documents as directed by NGA. Period of Performance The envisioned period of performance includes a base year from March 20, 2027, to March 19, 2028, followed by four option years extending through March 19, 2032. Place of Performance The primary place of performance will be at the contractor's facilities with potential travel to Government facilities such as NGA East in Washington or NGA West in St. Louis on an as-needed basis.
