Background The Department of Veterans Affairs, National Cemetery Administration intends to award a firm, fixed price contract for turf fertilizer and herbicide application services at Fort Smith National Cemetery. The mission of the National Cemetery Administration is to honor veterans with a final resting place and lasting memorials that commemorate their service to the nation. The standards of maintenance and operational procedures performed by the Contractor at this cemetery must reflect the nation’s concern for those interred there. Work Details The Contractor shall provide all professional advice, labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items necessary for a complete fertilizer and herbicide application program for ornamental turf. Services include: 1) Fertilizer and herbicide applications on all improved turf within the cemetery; 2) Maintaining improved turf in a manner similar to high-quality residential lawns; 3) Adhering to NCA Operational Standards ensuring visually appealing and safe environments; 4) Employing a Licensed Applicator with at least three years of experience in commercial turf applications; 5) Submitting detailed Pesticide and Fertilizer Application Plans within 30 days post-award; 6) Providing MSDS and labels for chemical products five business days prior to application; 7) Delivering daily Work Summary and Progress Reports by 5:00 PM on workdays. Period of Performance The period of performance for this project shall be from the date of award until December 31, 2026.
