Background The U.S. Fish and Wildlife Service (USFWS) is seeking qualified contractors to provide Biological Assessment (BA) services for the Atlantic Coast Leopard Frog (ACLF) at the John Heinz National Wildlife Refuge at Tinicum, located near Philadelphia, PA. The goal of this contract is to develop habitat mitigation and restoration recommendations that will support an upcoming impoundment restoration project aimed at reintroducing tidal flow to historic freshwater tidal marshes. This project is critical for the conservation of ACLF and other anurans that breed in these habitats. Work Details The contractor will be responsible for authoring a Biological Assessment on breeding habitat mitigation and restoration recommendations for the Atlantic Coast Leopard Frog (Lithobates kauffeldi). Key tasks include: conducting field surveys and desktop reviews of the habitat; summarizing existing population data; providing mitigation recommendations to reduce take; and ensuring compliance with permitting requirements set by the Pennsylvania Fish and Boat Commission (PFBC). The work will involve assessing potential for vernal pool construction and restoration of suitable marshy habitats, particularly along the edges of the impoundment where ACLF breed. The contractor must demonstrate knowledge of ACLF habitat requirements and possess necessary permits for conducting such assessments. Period of Performance The contract period will commence on May 10, 2026, and conclude on December 31, 2027. Place of Performance The work will be performed at John Heinz National Wildlife Refuge, located at 8601 Lindbergh Boulevard, Philadelphia, PA 19153.
