Background The Commonwealth of Kentucky, through the Finance and Administration Cabinet and the Division of Engineering and Contract Administration, is issuing this Request for Proposal (RFP) on behalf of the Kentucky Energy and Environment Cabinet, specifically the Division of Oil and Gas. The purpose of this RFP is to solicit proposals for the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW), aimed at addressing orphan wells in Knox County. This initiative is part of a broader effort to ensure environmental safety and compliance with state regulations. Work Details The contractor will be responsible for orphan well plugging and remediation services, which include: 1. Mobilizing necessary equipment to complete the project from start to finish, including gas detection tools, power swivels for drilling obstructions, cement mixing and pumping equipment, and reclamation tools. 2. Developing a comprehensive project work plan that outlines all components required to meet project specifications. This includes a proposed work schedule, staffing structure, equipment mobilization plan, cement batch plant plan (if applicable), spillage prevention measures, and reclamation strategies. 3. Bidder Requirements Bidders must submit a signed face of solicitation and latest addendum along with their proposal.
