Wyoming CCR Compliance Evaluation

Work Requested

The Wyoming Department of Environmental Quality (DEQ) is seeking professional engineering services to conduct a comprehensive evaluation of compliance for facilities and units governed by the DEQ Solid Waste Rule, Chapter 18, as part of the Wyoming Coal Combustion Residuals (CCR) Compliance Evaluation. The scope of work includes: - Performing a detailed and thorough assessment of each facility and unit subject to the rule. - Evaluating 4 facilities, which include 3 landfills and 16 surface impoundments. - Reviewing and considering complex topics relevant to each facility's solid waste permit application.

The Wyoming State Construction Department, Procurement Section, is issuing this solicitation on behalf of the Wyoming Department of Environmental Quality (DEQ), the Procuring Agency.

Background

This project supports the Wyoming DEQ's ongoing efforts to ensure compliance with the Solid Waste Rule, Chapter 18, specifically related to coal combustion residuals. The evaluation will help determine the compliance status of multiple facilities and inform future permitting decisions.

Contract Requirements

- Proposals must be submitted through the Public Purchase online bidding system. - All proposals must use State of Wyoming forms. - Only proposals submitted via Public Purchase will be considered; telephone calls, emails, or faxes may not be accepted.

Questions: - All questions must be submitted through the Public Purchase website by 5:00 p.m. Mountain Time on May 1, 2026. - Responses to questions will be provided to all prospective proposers via the Public Purchase website or as a written addendum by 3:00 p.m. on May 8, 2026. - Questions received after 5:00 p.m. on May 1, 2026, will not be considered.
