Background The Bureau of Land Management (BLM), part of the United States Department of the Interior, is issuing a pre-solicitation notice for the reconstruction of Bar Island Dam located in Phillips County, approximately 59 miles southwest of Malta, MT. The goal of this contract is to restore and reinforce critical infrastructure to ensure the long-term stability and functionality of this earthen embankment dam, addressing essential maintenance needs and enhancing water management capabilities. Work Details The project requires all labor, materials, equipment, and supervision for the reconstruction of Bar Island Dam. Major items of work include: 1. Dewatering the reservoir and construction area. 2. Excavating a portion of the existing dam embankment and foundation to remove the existing outlet works pipe for new construction. 3. Reconstructing the dam embankment which includes: a. Placement of compacted fill from onsite borrow sources; b. Placement of lime-amended backfill; c. Placement of imported rock for riprap slope protection on designated areas on the upstream slope; d. Placement and compaction of imported sand for internal filter and drain features; e. Construction of a toe drain. 4. Constructing a precast concrete outlet works riser. 5. Constructing concrete encased, precast reinforced concrete pipe outlet works conduit. 6. Constructing a grouted riprap outlet works stilling basin. 7. Excavation, fill, and grading of the spillway. 8. Placing gravel road surfacing within specified limits on the crest of the dam. 9. Reclaiming all disturbed areas including staging areas and temporary roads through soil preparation and seeding. Period of Performance The project must be completed by November 30, 2027, with an anticipated award date around July 1, 2026.
