The US Fish and Wildlife Service Charles M. Russell NWR located in Fergus County, Montana, has a requirement to replace boundary and interior fence in the Habitat Unit referred to as Marcotte Coulee Habitat Management Unit that was damaged by the 2025 Wilder Fire. All work shall be accomplished in accordance with the provisions of the FWS solicitation and attached documents. Per the requirements of FAR 36.204, the project magnitude is estimated to be between $25,000 and $100,000. The acquisition is a Total Small Business set-aside. All responsible sources with Small Business status may submit a quotation which, if timely received, will be considered. Offers received from concerns that are not Small Business concerns shall be considered nonresponsive and will be rejected. The Government intends to award a single, Firm-Fixed-Price contract. Award selection will be made on a Best Value basis after consideration of price and factors other than price (Technical, Relevant Experience) as listed in the Request for Quotation (RFQ/Solicitation). See Terms and Conditions (contract clauses), Sections L and M for the required documents list and evaluation factors for award. Interested contractors are highly encouraged to conduct a site visit. A site visit can be scheduled by following the instructions in Section L under FAR clause 52.236-27. Contractors are reminded that any amount awarded over $35,000 requires submission of a Payment Bond. Any amount over $150,000 requires both Payment and Performance Bonds. A Bid Bond is required. Background The US Fish and Wildlife Service (FWS) is issuing a contract for the Charles M. Russell National Wildlife Refuge located in Fergus County, Montana. The purpose of this contract is to replace boundary and interior fencing in the Marcotte Coulee Habitat Management Unit, which was damaged by the 2025 Wilder Fire. This project aims to restore the integrity of the habitat management unit as part of FWS's mission to protect and manage wildlife resources. Work Details The contractor will be responsible for providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to replace approximately 3 miles of boundary and interior fence. The work includes removing fire-damaged fence materials and replacing them with new materials. Intact steel T-posts that are undamaged may remain in place; however, all wood posts and structural components must be replaced with steel. The new fence will consist of three strands: the top two will be barbed wire and the bottom wire will be barbless, positioned 18 inches above ground. Specific structures to be replaced include: - 2 corners - 2 drainage structures - 4 gates - 16 H-braces - 12 double H-braces - 1 triple H-brace - 3 quad H-braces - 4 cattle guards - 64 deadmen. Period of Performance The contract performance period is from May 18, 2026 to September 30, 2026. Place of Performance The work will take place at the Charles M. Russell National Wildlife Refuge in Fergus County, Montana.
