Questions and Answers Related to Request for Information: Removal and Disposal of High-Flux Isotope Reactor Pressure Vessel at Oak Ridge National Laboratory Oak Ridge National Laboratory (ORNL) is a US Department of Energy (DOE) science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. ORNL is managed and operated by UT-Battelle, LLC (Company). ORNL's diverse capabilities span a broad range of scientific and engineering disciplines, enabling the Laboratory to explore fundamental science challenges and to carry out the research needed to accelerate the delivery of solutions to the marketplace. The Company is issuing this Request For Information (RFI) to seek input from interested parties regarding their ability to provide turnkey or selected specialty expertise and resources supporting the High Flux Isotope Reactor (HFIR) Reactor Pressure Vessel removal, packaging, and disposal of the project's radioactive and mixed wastes, as outlined in the attached Statement of Work (SOW). Any questions regarding any portion of this RFI must be coordinated through the Company's Procurement Officer, identified in the SOW and as Company's Primary Point of Contact in this Opportunity posting. Questions concerning this RFI must be submitted in writing, via email, by March 13, 2026, to the Procurement Officer listed in the Introduction of this RFP. Information given to one respondent will be furnished to all respondents if a lack of the information would be prejudicial to them.

Background Oak Ridge National Laboratory (ORNL) is a US Department of Energy (DOE) science and energy laboratory that conducts basic and applied research to deliver transformative solutions to significant problems in energy and security. ORNL is managed by UT-Battelle, LLC. The purpose of this Request For Information (RFI) is to gather input from interested parties regarding their capability to provide expertise and resources for the removal, packaging, and disposal of radioactive and mixed wastes related to the High Flux Isotope Reactor (HFIR) Reactor Pressure Vessel. Work Details The tasks required under this contract include: 1. Applying interior fixatives to the Reactor Pressure Vessel (RPV) if necessary. 2. Disconnecting all purge lines and seals, ensuring all openings are covered, and verifying that exterior dose rates are acceptable. 3. Lifting the reactor vessel out of the reactor pool and moving it over the reactor bay. 4. Using a second crane or A-frame to rotate the RPV to a horizontal position and setting it on cribbing or an appropriate transport carrier. 5. Moving the RPV from the reactor bay to a temporary building for further processing if needed. 6. Cleaning up work areas and restoring crucial areas post-removal of the old RPV, ensuring that the HFIR reactor building and truck bay areas are ready for installation of a new RPV. The subcontractor must evaluate segmentation needs for the RPV, with whole vessel removal preferred to minimize debris and expedite HFIR's return to operation. Place of Performance The work will primarily take place at Oak Ridge National Laboratory in Oak Ridge, Tennessee.
