The Federal Bureau of Investigation (FBI), Threat Screening Center (TSC) has a critical national security mission to consolidate the United States (U.S.) Government's approach to terrorism and national security threat screening. To help carry out its mission, the TSC requires enhanced technical solutions that will assist its operational staff by providing automation of time-intensive, repeatable manual tasks entailing large volumes of data across multiple domains. This would be considered a commercially acquired effort. Moreover, automation enhancement is needed for systematic tasks such as gap analysis/enhancement of TSC's workflow involving querying external systems for data enrichment / enhancement.

Summary (Newest Update)

Background The Federal Bureau of Investigation (FBI), Threat Screening Center (TSC) has a critical national security mission to consolidate the United States Government’s approach to terrorism and national security threat screening. The TSC supports law enforcement and other communities at federal, state, local, tribal, and international levels as established by Homeland Security Presidential Directive 6 and National Security Presidential Memorandum 7. To assist in its mission, the TSC requires enhanced technical solutions that automate time-intensive manual tasks involving large volumes of data across multiple domains. Work Details The TSC seeks commercial manufacturer support for the following use cases: 1. AI-Enabled Knowledge Base for SOP and Directive Repository: An AI solution must ingest and index Standard Operating Procedures (SOPs), directives, policies, and related documentation, allowing users to query using natural language for real-time responses with citations. 2. Federated Search with Summarization and Source Attribution: The solution must perform federated searches across multiple data repositories without requiring data consolidation, providing summaries or directing users to relevant sources while maintaining data lineage. 3. Identifier-Driven Federated Reporting with Citation Retention: The solution should support automated report generation based on key identifiers and configurable frequency parameters, preserving citations for each data element retrieved. 4. Natural Language Query and Dataset Synthesis with Source Transparency: Users must be able to leverage natural language queries to receive synthesized responses from enterprise datasets, ensuring outputs include citations and traceability.
