This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified firms relative to the North American Industry Classification Code (NAICS) 812910 (Kennels, Pet Boarding). Responses are to be sent via email to megan.k.stockdill.civ@army.mil no later than 4:00 PM EST, April 09, 2026. Project Description: IMCOM at Fort Benning is seeking sources for a Stray Animal Contract. The period of performance is expected to be a one year (base ordering period of 1 year and 2 optional one-year ordering periods). NO SOLICITATION IS CURRENTLY AVAILABLE. A DRAFT performance work statement is provided for reference (See Attachment 1). Contractors should submit a brief narrative of the following: Demonstrate capable experience with projects similar in size and scope of this requirement. Provide examples of past performance that is recent (work completed within the last 3 years). Information requested in this paragraph shall not exceed a total of ten (10) pages. Only email responses will be accepted, do not send paper copies. Please include your business size with your submittal. It is required that your company be registered in System for Award Management (SAM) with NAICS 812910, Kennels, Pet Boarding. Please see www.sam.gov/portal/public/SAM/ for additional information. In addition, this sources sought is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited or delivered. Holding un-owned stray domestic animals for no more than ten business days before transporting them to a long-term holding facility. 2. Responding to service calls for humane live capture of stray animals, including feral cats, within two hours of notification. 3. Conducting 'Return to Owner' operations by contacting owners of microchipped animals and holding them for three business days before processing for adoption or transport. 4. Managing seized animals until release authorization is received from a hearing officer. 5. Establishing and collecting fees associated with animal control services, including impound and adoption fees, with a proposed fee schedule submitted for approval.
