Background The Department of Veterans Affairs (VA) is seeking to procure Hospital Grade Mattress Inspection Services for the St. Cloud VA Medical Center (VAMC). This requirement is driven by the need to ensure patient safety, prevent infection, and comply with regulatory standards as outlined in the Patient Safety Alert published on April 18th, 2024. The contract is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). Work Details The contractor will provide all labor, transportation, tools, supplies, and equipment necessary for hospital-grade mattress inspection services. The scope includes: - Performing comprehensive inspections of approximately 316 hospital-grade mattresses annually, which may vary (+/- 5%) based on patient volume. - Conducting visual inspections of mattress covers for damage such as cuts, tears, stains, and ensuring zippers function properly. - Removing covers during secondary inspections to check inner cores for staining or odors indicating fluid ingress. - Performing fluid ingress tests using black lights or moisture meters and assessing mattress impermeability according to manufacturer recommendations. - Evaluating mattress support and structural integrity to ensure adequate pressure redistribution for patient safety. - Identifying and reporting all mattresses that fail inspection with a strip of blue duct tape marking each failing unit. The contractor must develop and submit a written inspection checklist for approval within ten days post-award. Period of Performance The contract will be executed over a period of one base year from June 1, 2026, to May 31, 2027, with four additional option years extending through May 31, 2031. Place of Performance The services will be performed at the St. Cloud VA Health Care System located at 4801 Veterans Drive, St. Cloud, MN 56303.
