THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

REQUIREMENT DESCRIPTION

Provide all necessary professional and technical services to prepare a complete and usable set of 100% construction documents (drawings and specifications) suitable for bidding and construction. This project provides for the complete renovation of approximately 21,672 square feet of interior and exterior space to create a modern, consolidated, and fully functioning Joint Mission Planning Facility on JBPHH, HI. The facility shall include secure spaces, including an approximately 3,000 SF SCIF to support mission planning operations. The SCIF shall be designed to comply with ICD/ICS 705 and applicable DoD/DAF implementing guidance.

Background The Air Force Installation Contracting Center (AFICC) is issuing this Request for Information (RFI) to gather insights and feedback from industry regarding the modernization of the Joint Mission Planning Facility at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The goal of this project is to consolidate the Joint Mission Planning group, currently spread across multiple inadequate facilities, into a single, modern facility that supports critical training and operational needs for the 15th Wing and its mission partners in the Pacific Theater. The facility will include secure spaces, specifically a 3,000 square foot Sensitive Compartmented Information Facility (SCIF), designed to comply with relevant security guidelines. Work Details The Architect-Engineer (A-E) firm will provide all necessary professional and technical services to prepare a complete set of 100% construction documents suitable for bidding and construction. Key tasks include: - Conducting a project kick-off meeting and site visits to verify existing conditions; - Developing design services including multi-discipline drawings and specifications; - Providing detailed construction cost estimates at various design milestones; - Conducting formal design reviews; - Developing a renovation phasing plan; - Preparing permit-ready documents; - Executing quality control measures; - Ensuring compliance with applicable laws and codes. The design must address operational constraints, access requirements, and incorporate technical requirements based on verified field conditions.
