The Defense Information Systems Agency Emerging Technologies Directorate Advanced Concepts Division seeks to prototype an innovative, integrated, and user-friendly NG-RD. The ideal solution would likely take the form of a sleeve or integrated case, which meets the hardwired requirement internally while appearing as a normal device case to an outside observer. The primary goal of this project is to provide the Department of Defense Mobility Classified Capability program with a mobile solution that simultaneously satisfies the new National Security Agency Commercial Solutions for Classified hardwired connection requirement, eliminates the operational security issue caused by external cables, removes the logistical burden of separate devices, and restores full tactical mobility for users.
Background The Defense Information Systems Agency (DISA) provides secure mobile devices and services for users within the Department of Defense (DoD), Intelligence Community (IC), National Leadership Command Capabilities (NLCC), and other federal agencies through the DoD Mobility Classified Capability - Secret (DMCC-S). DMCC-S enables government-owned mobile devices with access to the Classified Secret Department of Defense Information Network (DODIN) telephony and information services, configured to the National Security Agency (NSA) Commercial Solutions for Classified (CSfC) Mobile Access Capability Package (MACP) and Data-at-Rest (DAR) Capability Package. The current DMCC-S solution consists of an End User Device (EUD) paired with a Retransmission Device (RD) that functions as a commercial mobile hotspot, utilizing dual layers of encryption to protect data at rest. Work Details The project aims to prototype an innovative, integrated, and user-friendly Next Generation Retransmission Device (NG-RD). The solution should take the form of a sleeve or integrated case that meets hardwired requirements while appearing as a normal device case. Key tasks include: 1. Compliance with CSfC MACP version 2.7 and subsequent versions; 2. Minimizing physical footprint to reduce visual signature; 3. Creating an all-in-one form factor that eliminates separate devices and cables; 4. Ensuring modularity for portability across EUDs; 5. Utilizing COTS components validated under NIAP; 6. Adhering to Supply Chain Risk Management principles; 7. Manufacturing domestically in compliance with ITAR; 8. Providing unlocked, globally-certified cellular transport options; 9. Supporting emerging transport options like Direct-to-Device satellite communications; 10. Implementing Signature Management capabilities to control RF emissions; 11. Offering full lifecycle support if moved into production, including planning, procurement, deployment, sustainment, and secure disposal. Period of Performance Proposals with a performance period of 6 months or less are ideal, but all submissions are encouraged for consideration.
