Summary

The purpose of this announcement is to release a Draft Request for Proposal (DRFP) to industry for the purpose of requesting feedback from sources capable of meeting the Electromagnetic Spectrum (EMS) Services, Applied Engineering, Spectrum, and Electromagnetic Environmental Effects (E3) Engineering Analysis Support requirement prior to the release of the formal RFP. THIS IS A REQUEST FOR INFORMATION ONLY. This draft RFP is issued solely for information and planning purposes. It does not constitute a formal solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is seeking feedback from any potential offerors that choose to provide it; however, the Government is not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this DRFP. All costs associated with responding to this will be solely at the responding party's expense. The following attachments will be provided with this DRFP:

Information Requested

Interested offerors/vendors are invited to submit questions and comments to the Government to ensure the DRFP is understood and clear for any potential offerors to propose on the work contained. The Government's intent is to submit an RFP for the work described in the draft RFP. Any feedback or clarification requested will help the Government to ensure that the resultant RFP accurately and clearly describes the intended work to meet the Government's requirements. The Government welcomes industry feedback with respect to any of the documents provided in this posting. The Government requests that responses to this Draft RFP be submitted using Attachment 2, Q&A Template. The MS Excel file shall be emailed to the POCs listed below. Information not submitted on the Q&A Template will not be reviewed. No proposals shall be submitted in response to this posting. Any proposals submitted in response to this DRFP will NOT be reviewed or considered. All information received in response to this draft RFP that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Background The Defense Information Systems Agency (DISA) is a recognized center of excellence for Department of Defense (DoD) spectrum matters. DISA's mission includes providing spectrum, electromagnetic environmental effects (E3) engineering, and analysis support services on a reimbursable basis to DoD Components, Federal Agencies, Non-Federal Government Organizations, and authorized foreign entities. This contract aims to execute DoD spectrum policy as delineated in DoD Instructions (DoDI) 4650 and DoDI 3222. Work Details The contractor will provide comprehensive engineering support related to spectrum operations, which includes: - Technical support in planning, research and development, design acquisition, and testing of spectrum-dependent systems in the operational electromagnetic environment (EME). - Spectrum supportability and E3 risk assessments for developmental and operational platforms. - Spectrum certification support including frequency band selection and performance of Military Standards testing. - Testing and measurement support to evaluate system performance in the operational EME including MIL-STD testing. - Management support in project planning, scheduling, monitoring, reporting, and resource management. The contractor shall analyze equipment for potential E3 problems and recommend solutions while providing technical advice on national and international electromagnetic spectrum issues. Period of Performance The contract will be performed over a period starting from the award date until August 2, 2031. Place of Performance The primary location for contract performance is Fort Meade, MD.
