Background Eielson Air Force Base is seeking industry input on the Performance Work Statement (PWS) for Industrial Hygiene services at their coal-powered Central Heating Power Plant. The goal of this contract is to ensure a safe and clean industrial environment, which is critical for the operations of the facility. The work will be performed in an industrial setting that requires adherence to safety regulations and standards due to the presence of coal dust and other hazardous materials. Work Details The contractor shall provide all labor, materials, equipment, supervision, and supplies necessary for industrial and general cleaning services at the Central Heat and Power Plant. Key tasks include: - Use of ladders, lifts, scaffolding, explosion-proof vacuums, respirators, and fall protection equipment. - Cleaning all vertical and horizontal surfaces including walls, floors, stairwells, structural beams, piping, ducts, generators, equipment, and control panels. - Removal of coal/ash dust particles, grease, oil beyond normal dusting. - A supervisor must be present during duty hours (0730-1630) with a minimum of two personnel on shift for safety. - The plant is divided into seven work zones with specific cleaning schedules: Zones 1-6 serviced on a 6-week rotating schedule; Zone 7 (office areas) serviced daily. - Basic cleaning services include dusting surfaces, maintaining floors free from debris, trash removal from containers daily, cleaning drinking fountains without streaks or stains. - Restroom services include stocking supplies and disinfecting all surfaces using germicidal de-scaling detergent with monthly de-scaling of toilets and urinals.
