Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The information provided may be used by the Air Force in developing its acquisition strategy and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to it. The purpose of this RFI is assessment of vendor interest and will aid the government in identifying potential vendors and their business classification. The accompanying NAICS code is 611512. The size standard associated with NAICS 611512 is 34 million dollars. Vendors responding to this email shall indicate their business size for NAICS code 611512 and any socio-economic statuses. Background The 354th Contracting Squadron at Eielson AFB, AK is conducting market research to identify vendors capable of providing Tactical Training and Range Operational Support in accordance with the attached draft Performance Work Statement (PWS). This Request for Information (RFI) is for planning purposes only and does not constitute a request for proposal or an obligation on the part of the Government. The information gathered may be used by the Air Force in developing its acquisition strategy and performance specifications. Interested parties are responsible for marking proprietary or competition-sensitive information in their responses. Work Details The contractor will provide specialized support for tactical control, threat emulation, post-mission data validation, and intelligence integration services essential for executing Large Force Exercises (LFE) such as Red Flag-Alaska (RF-AK) and Northern Edge (NE). Key tasks include: 1. Providing a team of subject matter experts (SMEs) with instructor or Weapons Officer level experience in core competencies such as Tactical Control, Threat Emulation, Mission Data Integrity & Debrief Readiness, and Operational & Intelligence Integration. 2. Ensuring high-fidelity threat and airspace management within exercise control structures. 3. Facilitating execution of scheduled exercise flight operations, including at least two distinct exercise vulnerability periods (vuls) per day. 4. Providing personnel for roles including Air-to-Surface RTOs, Air-to-Air RTOs, HARM Assessors, and White Force Exercise Support. 5. Conducting mission data integrity checks to ensure accurate debriefing processes. 6. Offering continuous expert advice for operations and intelligence coordination during exercises. 7. Developing software that validates air-to-surface munitions with high accuracy integrated into JPARC infrastructure. Place of Performance The geographic locations include Eielson Air Force Base (AFB), Joint Base Elmendorf-Richardson (JBER) Alaska, and at sea in the Gulf of Alaska.
