The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is seeking a contractor to provide laundry services in accordance with the attached DRAFT Performance Work Statement for a base year and four (4) one-year option periods with an additional 6-month option period, through a total small business set-aside. The period of performance for the base year of this service is 04/18/2026- 04/17/2027. Quotes are due not later than Friday, March 27, 2026 at 10:00 a.m. HST. Quotes must be sent via email to both the primary and secondary points of contact. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Code (FAC) 2024-05. DFARS 4/25/2024, and NMCARS 18-22. Background The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is the largest industrial complex in Hawaii and the Pacific region, capable of servicing the Navy’s fleet and other agencies. The shipyard spans 112 acres, includes over 170 buildings, and features 4 dry docks. To ensure sanitary conditions, various types of safety coveralls are issued daily to personnel performing hazardous duties, which require laundering after each use. Work Details The contractor shall provide laundry services for PHNSY&IMF for a base year plus four one-year options. Services include: - Daily pick-up of soiled laundry from Monday to Friday (excluding federal holidays) with a turnaround time of 24 hours. - Cleaning/laundering, drying, conditioning, ironing or folding, delinting, packing, counting, sorting, and delivery of laundry items. - Repairing tears and ripped seams as well as holes in garments. - Ensuring all items are clean, free from soil and stains, and sanitized to eliminate bacteria and pathogens. - Special handling for items requiring additional treatment due to biohazard contamination or other specific processing needs. - The contractor must adhere to manufacturer’s recommendations and commercial standards for all laundry services.
