Background The Arlington National Cemetery (ANC) and the United States Soldiers’ and Airmen’s Home National Cemetery (USSANC) require HVAC maintenance and repair services to ensure the reliability of their systems, which is critical for maintaining visitor comfort and supporting solemn functions such as funerals and ceremonies. ANC hosts 4-6 million visitors annually and conducts 6,000 funerals and 2,000 ceremonies each year, making HVAC system reliability essential. The contractor must adhere to quality assurance standards as outlined in AR 702-11 and DoD 5000.02. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for HVAC preventive maintenance, repairs, cleaning, life cycle upgrades, and replacements. Specific tasks include: 1. Preventive Maintenance: Conduct regular inspections, cleaning, and servicing of all HVAC systems in accordance with ASHRAE Standard 180. This includes routine checks to prevent system failures and ensure efficient operation. 2. Scheduled duct cleaning to maintain air quality and system efficiency with an estimated annual linear footage between 100 linear feet and 3500 linear feet. 3. Corrective Maintenance: Perform necessary repairs and adjustments to restore functionality of HVAC systems including chillers, domestic hot water systems, ice machines, refrigerators, and ancillary equipment. 4. Emergency Repairs: Provide emergency repair services as determined by the Contracting Officer Representative (COR) outlined in the Performance Work Statement (PWS). All emergency repair requests must be approved in advance via written Notice to Proceed from the COR. Place of Performance The services will be performed at Arlington National Cemetery (ANC) and United States Soldiers’ and Airmen’s Home National Cemetery (USSANC).
