Law Enforcement/E-911 Staffing & Workload Study March 13, 2026 The Andover Police Department (hereinafter referred to as Agency ) is seeking a firm or firms to provide a Law Enforcement/E-911 Staffing & Workload Study. The study will assess current staffing allocation and workload distribution across all functional areas; evaluate service demand, performance, and efficiency; project staffing requirements for the next 5 10 years; and provide actionable, defensible recommendations to support strategic planning, budgeting, CALEA/Kansas accreditation, and community expectations for safety and service. Background The Andover Police Department serves approximately 17,000 residents in south-central Kansas, making Andover the 25th largest city in the state. The department is dedicated to public service excellence, guided by integrity, compassion, and responsible stewardship of City resources. The department currently has 40 members, including 30 sworn officers, and operates an Emergency Communications Center that provides 24/7 emergency and non-emergency call-taking and dispatch for Police and Fire. As Andover grows, the department anticipates higher call volumes and transaction loads for police and E-911 services. Work Details The contract involves conducting a Law Enforcement/E-911 Staffing & Workload Study which will include: - Assessing current staffing allocation and workload distribution across all functional areas. - Evaluating service demand, performance, and efficiency. - Projecting staffing requirements for the next 5–10 years. - Providing actionable recommendations to support strategic planning, budgeting, CALEA/Kansas accreditation, and community expectations for safety and service. Key components of the study include: - Organizational Coverage: Patrol Operations (shift configuration, proactive time, response time), Criminal Investigations (persons, property), Records Management (if able), Property & Evidence (if able), Animal Control (if able), Community Services/Outreach, Training & Professional Standards, Administrative/Command Support. - Core Questions to address staffing levels needed to meet service objectives. - Deliverables include a Project Management Plan with timeline, Stakeholder Engagement Plan, Baseline Diagnostic Memo summarizing current observations, Draft Report with findings and recommendations, Final Report with prioritized recommendations and implementation roadmap. Period of Performance The contract period is expected to begin upon award and will last until the completion of the study deliverables within approximately 18 weeks. Place of Performance The study will be conducted in Andover, Kansas. Bidder Requirements Proposals must include firm qualifications such as a profile of the firm including contact information and relevant experience with government agencies. A minimum of three professional references is required. Proposers must also demonstrate compliance with data security protocols including CJIS awareness. Proof of insurance meeting minimum requirements is necessary.
