The NACT program manages, operates, and sustains the majority of the US segment of the International Monitoring System (IMS) monitoring stations for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). Background The Defense Threat Reduction Agency (DTRA) is the Department of Defense (DoD) executive agent for the Nuclear Arms Control Technology (NACT) program, which supports the U.S. Senate's ratification effort for the 1996 Comprehensive Test Ban Treaty (CTBT). The NACT program manages, operates, and sustains the majority of the U.S. segment of the International Monitoring System (IMS) monitoring stations for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). DTRA requires continued uninterrupted operations and sustainment of all U.S. IMS waveform monitoring stations managed by the NACT Program. Work Details The follow-on contract performer requirements include core engineering expertise and capabilities to complete highly technical tasks associated with operations and maintenance of waveform stations. Specific tasks include: conducting engineering and RDT&E tasks on systems and components to operationalize prototypes; conducting necessary acceptance and revalidation tasks required by the Performance Test Standards (PTS) for station operations; providing and maintaining unique waveform engineering and operational subject matter expertise; and offering technical leadership/advice on related DTRA RDT&E projects. The contract will ensure sustainment of essential engineering, research, and development capabilities at the University of Alaska Fairbanks Geophysical Institute's University Affiliated Research Center (UARC). Core competencies required include theoretical and practical understanding of nuclear treaty verification techniques, geophysical research, system engineering, failure analysis, seismology, infrasound physics, modeling, electrical engineering, computational simulation, machine learning, and data analytics. The UARC will also manage operation and maintenance of maturing technologies deployed worldwide. Period of Performance The contract performance is extended to July 31, 2026, with additional option periods extending through March 31, 2027. Place of Performance The work will be performed at the University of Alaska Fairbanks Geophysical Institute.
