DTRA is the Department of Defense (DoD) executive agent for the Nuclear Arms Control Technology (NACT) program which supports one of the six safeguard assurances associated with the original US Senate ratification effort for the 1996 Comprehensive Test Ban Treaty (CTBT). The NACT program manages, operates, and sustains the majority of the US segment of the International Monitoring System (IMS) monitoring stations for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). DTRA requires the continued uninterrupted operations and sustainment of all of the US IMS waveform monitoring stations managed by the NACT Program.

Background The Defense Threat Reduction Agency (DTRA) serves as the Department of Defense (DoD) executive agent for the Nuclear Arms Control Technology (NACT) program. This program is integral to supporting the U.S. commitment to the Comprehensive Test Ban Treaty (CTBT), specifically managing and sustaining the majority of the U.S. segment of the International Monitoring System (IMS) monitoring stations. The primary goal of this contract is to ensure the continued, uninterrupted operations and maintenance of all U.S. IMS waveform monitoring stations managed by the NACT Program. Work Details The follow-on contract will involve conducting engineering and research, development, test, and evaluation (RDT&E) tasks on systems and components to operationalize prototypes, conduct tests, and transition systems into normal station operations. Specific tasks include: - Conducting necessary acceptance and revalidation tasks required by the Performance Test Standards (PTS) for stations to be returned to operations. - Providing and maintaining unique waveform engineering and operational subject matter expertise (SME). - Offering technical leadership and advice on related DTRA RDT&E projects. - Ensuring that core engineering expertise is available to complete highly technical tasks associated with IMS waveform station operations. - Leveraging years of experience in operating IMS waveform stations to support ongoing research and development activities at the University of Alaska Fairbanks Geophysical Institute (UAF GI). Period of Performance The contract performance period extends from April 1, 2026, to July 31, 2026, with two additional four-month option periods extending through March 31, 2027. Place of Performance The contract will be performed at the University of Alaska Fairbanks Geophysical Institute.
