Background The General Funds Enterprise Business System (GFEBS) is a complex and mission-critical financial system for the Department of the Army. The Deputy Chief of Staff (DCS), G-3/5/7, and its supporting offices rely on highly proficient financial analysts to ensure proper resource management, financial accountability, and mission funding execution. Due to the system's complexity, frequent updates, and regular personnel turnover, there is a persistent need for a structured and responsive training and support program. This contract aims to establish expert-level GFEBS knowledge and instructional support required to maintain and elevate the workforce's technical proficiency, ensuring financial data accuracy and effective support for the Army's operational readiness. Work Details The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Training and Technical Support for GFEBS Resource Management Support Services. Key tasks include: 1. Ensure Technical Mastery of Core Financial Tasks: Train personnel to independently perform the full spectrum of GFEBS financial management tasks. 2. Provide Integrated Remote-First User Support: Offer reliable remote support as the primary method for all GFEBS training and technical assistance during core business hours; all user support requests must be logged in a Government-approved tracking system. The Contractor will also develop a Quality Control Program (QCP) to ensure services meet performance standards outlined in the Performance Work Statement (PWS). Additionally, they will conduct training sessions, manage user support issues, deliver administrative reports accurately and timely, and ensure compliance with security requirements. Period of Performance The period of performance shall be for one Base Year of 12 months with four 12-month option years. Place of Performance The primary work site for this effort is at Contractor facilities with on-site work performed at Government facilities located within the National Capitol Region (NCR), specifically at the Pentagon and Fort Belvoir.
