Air Force Cost Estimating Modeling Data Analytics and Research (CEMDAR) Industry Day The Air Force District of Washington (AFDW) Contracting Directorate in collaboration with the Air Force Cost Analysis Agency (AFCAA) program management team will host a virtual industry day on Thursday 26 March 2026 from 12 pm - 4 pm Eastern Daylight Time (EDT) via Microsoft Teams. The event will discuss the requirements for the anticipated AFCAA contract, act as a means of conducting market research to identify potential sources and provide vendors with an opportunity to engage with the AFCAA program management team. Interested participants are asked to do the following: Review the attached PWS in its entirety to ensure you have an overarching understanding of expectations and needs of this requirement. Prepare any questions, comments or concerns for the industry day. Background The Air Force District of Washington (AFDW) Contracting Directorate, in collaboration with the Air Force Cost Analysis Agency (AFCAA), is hosting a virtual industry day to discuss the anticipated AFCAA contract for Cost Estimating Modeling Data Analytics and Research (CEMDAR). The event aims to conduct market research, identify potential sources, and provide vendors an opportunity to engage with the AFCAA program management team. The Department of the Air Force has identified gaps in its cost estimating capabilities and is committed to improving efficiency and effectiveness through enhanced data analytics. Work Details The contractor will develop enterprise datasets, methods, and tools for cost estimators to create a user-friendly, searchable repository that enables timely delivery of quality cost estimates. Key tasks include: 1) Systematic documentation of DAF and joint service cost estimating data requirements; 2) Collection and storage of required data; 3) Development of analyses, methods, tools, applications, and models for cost estimators; 4) Collaboration with government stakeholders to assist in data architecture design; 5) Identification and assessment of relevant data sources; 6) Design and implementation of automated data pipelines for integrating disparate data sources; 7) Conducting thorough data analysis and developing predictive models; 8) Creating interactive dashboards for insights into key performance indicators. The contractor will also support CSDR processes for ACAT I level DAF programs. Place of Performance The work will primarily be conducted within the Department of the Air Force's cloud-based platforms.
