Request for Qualifications

The New York Office of Parks, Recreation and Historic Preservation (OPRHP) is seeking to retain six (6) professional design teams in the field of Engineering to provide corresponding professional services on a term contracting basis for the Allegany, Central, Genesee, Finger Lakes, Niagara, Palisades, Saratoga/Capital District, Taconic, and Thousand Islands State Park Regions. Services to be Provided Specific projects are not yet determined but may be assigned via this Contract on an as-needed basis and typically require the design team to provide project schematics (including project renderings), project design, phase studies, investigations, assessments, reports and related services in support of the Capital program for facilities in the identified Parks Regions. The general types of projects are anticipated to include: Utility Design & Upgrades (water, sanitary, sewer, electric) Storm Drainage & Storm Water Management Waterfront designs, Including Boat Launches and Docks (beach & water quality)

Heat Pump Systems, Including Air and Ground Sources Solar Installations, Including Coordination for Utility Interconnection Agreements The successful bidder must have knowledge of Building Codes, and the ability to review and consider local ordinances and regulations as they apply to the projects undertaken by this term agreement. The disciplines required to provide the professional design services for the projects to be undertaken utilizing this term agreement include but are not limited to: Civil Engineering, Structural Engineering, MEP/Building Mechanics Engineering, Transportation Engineering, Environmental Engineering, Geotechnical Services, Cost Estimating and Surveying. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: Bergmann Associates Architects, Engineers, Landscape Architects & Surveyors, D.P.C. The goal of this contract is to support the Capital program for facilities within these parks. Work Details The services to be provided under this contract include but are not limited to: - Utility Design & Upgrades (water, sanitary, sewer, electric) - Storm Drainage & Storm Water Management - Waterfront designs including Boat Launches and Docks (beach & water quality) - Shoreline Protection - Environmental Protection & Mitigation - Rock Scaling - Building MEP & Structural Design - Building Commissioning - Restrooms & Bathhouse Design - Roadway Improvements & Infrastructure - Multi-Use Trail Design & Rehabilitation - Amusement Park Ride Foundation Design - Design of Recreational Facilities including Pools and Other Water Features - Geotechnical Subsurface Investigations - Slope Stabilization Design - Wetland Delineations & Investigations - Bridge Design - Permitting Services (knowledge of USACE Nationwide Permits and NYSDEC Permits required) - Surveying including Bathymetry - Archaeology Services - Hazardous Material Abatement Testing and Design - Heat Pump Systems (air and ground sources) - Solar Installations (including coordination for utility interconnection agreements). The successful bidder must have knowledge of Building Codes and local ordinances as they apply to the projects undertaken. Period of Performance The contract term is 60 months. Work order assignments for specific professional design services will be assigned for a period of three years after execution of the contract by the Office of the State Comptroller. The final two years are reserved for completion of work order assignments issued during the initial three years. Place of Performance The geographic locations for performance include Allegany, Central, Genesee, Finger Lakes, Niagara (Western); Palisades; Saratoga/Capital District; Taconic; and Thousand Islands State Parks Regions. Bidder Requirements Bidders must meet the following requirements: - Service-Disabled Veteran-Owned Business (SDVOB) Goal: 6.00% - Minority-Owned Business Enterprise (MBE) Goal: 15.00% - Women-Owned Business Enterprise (WBE) Goal: 15.00%. Firms must submit proof of authority to practice engineering in New York State immediately upon designation. Additionally, bidders are required to maintain a written policy addressing gender-based violence in the workplace as per New York State Finance Law §139-M.
