The Vermont Department of Health is requesting proposal(s) pursuant to this Request for Proposal ( RFP ) for Recovery Residences. The State seeks to establish grants with one (1) or more bidders to operate recovery residences that provide safe, home-like residential environments that promote individual recovery from substance use disorder. Recovery residences must have a holistic and integrated recovery residence arrangement that accounts for provision of eight (8) required Health Care and Social Support Services, either provided directly by the recovery residence or through an agreement with one (1) or more community partners. See Section 2.2 for details regarding the recovery residences and the required services.
Background The Vermont Department of Health is seeking proposals to establish grants for operating recovery residences that provide safe, home-like environments to support individuals recovering from substance use disorder. This initiative is part of a broader effort supported by the Centers for Medicare & Medicaid Services (CMS) under a $195 million Rural Health Transformation grant aimed at enhancing rural health networks and ensuring access to necessary healthcare services. Work Details Bidders are required to operate recovery residences that adhere to National Alliance for Recovery Residences (NARR) standards at either Level II (Monitored) or Level III (Supervised). Each residence must provide eight essential Health Care and Social Support Services, which include: 1) Substance Use Disorder Treatment Services, 2) Mental Health Services, 3) Medication Management Services, 4) Physical Health Services, 5) Recovery Support Services (RSS), 6) Employment Services, 7) Life Skills Services, and 8) Transportation Services. Bidders must ensure that the proposed residences are affordable, substance-free, and facilitate residents' transition to permanent housing. The proposal must include details on the number of beds, location requirements, and partnerships with community organizations for service delivery. Period of Performance The grant period will last for 14 months starting from August 1, 2026, through September 30, 2027. There is potential for up to four one-year extensions upon approval. Place of Performance All recovery residences must be located within the State of Vermont. The residences should ideally be situated in areas with access to the required health care and social support services within a five-mile radius. Bidder Requirements Bidders must be certified operators of recovery residences at NARR Level II or III. They are required to submit a Letter of Agreement with community partners who will assist in delivering the required services. Additionally, bidders must comply with various state regulations and demonstrate their capacity to manage recovery residences effectively.
