Background St. Charles County Government is seeking bids for foundation repairs at the Criminal Justice Center in St. Charles, Missouri. The purpose of this contract is to address water intrusion issues identified in the building, specifically related to the replacement of a pre-compressed expansion joint as recommended by the consulting firm Horner & Shifrin. Work Details The contractor will be responsible for the following tasks as outlined in the design documents: 1. Demolish existing expansion joints and prepare surfaces as required by the manufacturer. 2. Confirm that cleanouts do not have connections and abandon them as necessary. 3. Install new concrete pre-compressed expansion joints around weep shelves and seal against wall joints from the interior. 4. Excavate existing grade outlines to expose existing joints and install new materials as specified. 5. Inspect and repair existing interior seals between concrete slabs and exterior walls as needed. 6. Remove old sealant and install new non-shrink flexible sealant for watertight seals around pipes and wall penetrations. 7. Verify unused conduits, cap them if necessary, and maintain a clean work area free of debris during operations. Period of Performance The contract is expected to last approximately nine months from the date of execution, with an option for a three-month extension upon mutual agreement. Place of Performance The work will be performed at the Criminal Justice Center located at 300 North Third Street, St. Charles, Missouri. Bidder Requirements Bidders must possess all necessary business licenses and comply with Missouri's Prevailing Wage Law under Annual Wage Order #32, effective June 26, 2025. A performance bond is required for projects exceeding $50,000, and bidders must provide proof of enrollment in a federal work authorization program (E-Verify) regarding employment eligibility.
