Background The Bureau of Land Management (BLM) is issuing this solicitation for the NHTIC Parking Lot Repair 2026 project, aimed at preserving the existing pavement, improving safety and accessibility, and maintaining a safe parking area for approximately 30,000–40,000 annual visitors to the National Historic Trails Interpretive Center (NHTIC) located in Casper, Wyoming. The goal of this contract is to ensure that the parking facilities are adequately maintained and accessible for public use. Work Details The contractor shall furnish all labor, materials, equipment, tools, supervision, and incidentals necessary to perform the following tasks: - Crack seal the existing asphalt parking lot; - Install pavement reinforcing fabric (12” wide); - Seal coat the asphalt; - Re-stripe the parking lot and associated access road. The work must comply with all plans, specifications, exhibits, and drawings provided in this solicitation. Specific attention must be given to developing and implementing safety plans, work plans, schedules, staging and sequencing plans, quality control measures, a pesticide plan, a Spill Prevention Control and Countermeasure Plan (SPCC), and a traffic control plan that complies with the Manual on Uniform Traffic Control Devices (MUTCD) and local requirements. The contractor must maintain safe access to the facility for the public at all times. Period of Performance The period of performance for this contract is from April 1, 2026 to September 29, 2026. All on-site construction work shall occur within this timeframe under favorable weather conditions. The contractor is limited to 31 calendar days of on-site work from initial mobilization. Place of Performance The construction projects will be performed at the National Historic Trails Interpretive Center located at 1501 N. Poplar Street, Casper, WY 82601.
