The Defense Health Agency (DHA) intends to award a sole-source contract with ABBOTT LABORATORIES INC for the following items: Alinity s Reagents and consumables. The NAICS code is 325413. The required reagents and consumables must be compatible to the Abbott Alinity s Analyzer to perform testing. The authority for this non-competitive award is 10 USC 2304(c)(l), Only one responsible Source. The Government intends to procure this sole source requirement under Other than Full and Open Procedure IAW FAR part 6 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 10:00 am(CST) on March 20, 2026, the award will be made without further notice. Oral communications are not acceptable in response to this notice. Background The Defense Health Agency (DHA) intends to award a sole-source contract to Abbott Laboratories Inc. for the procurement of reagents and consumables compatible with the Abbott Alinity s Analyzer. This contract is aimed at ensuring the operational efficiency of testing processes within the 59th Medical Wing at Joint Base San Antonio, Lackland AFB, TX. The authority for this non-competitive award is based on 10 USC 2304(c)(1), which allows for procurement from only one responsible source. Work Details The contractor shall provide the following reagents and supplies for the Abbott Alinity s blood analyzer: - Reagents and Consumables: - Provide reagents and consumables on a schedule that does not interrupt operational efficiencies. - Shipments will be made as needed, directed to ASBBC-SA, 2430 Ladd St, Bldg 3425, Lackland AFB, 78236. - The contractor shall furnish a firm fixed price for the shipments as required by the Contracting Officer. - Additional Requirements: - All reagents and consumables must be compatible with the Alinity s instrument and meet manufacturer's specifications. - Testing Requirements: - The analyzer must perform FDA-approved tests including Anti-HBc, Anti-HCV II, HBsAg, HIV, HTLV I/II, and Chagas testing.
