Background The Department of Veterans Affairs (VA) is seeking to procure Optical Dispensing Services for eligible veterans at the Edward Hines VA Hospital and the Joliet Community Based Outpatient Clinic (CBOC). The goal of this contract is to provide prescription eyeglasses and associated optician services in accordance with VA standards, ensuring that veterans receive necessary optical care. Work Details The contractor shall provide all labor, travel, materials, and necessary equipment to deliver optical dispensing services. Specific tasks include: - Operating as the on-site dispensing optician at both locations. - Fitting, adjusting, and performing minor repairs on eyeglasses. - Providing onsite tinting and UV/scratch coating of lenses. - Supplying dispensing equipment such as pupillometry lensometry and adjusting tools. - Entering into a retail concession agreement with the Veteran’s Canteen Service to offer commercial optical services at discounted prices. - Providing one eyeglass case at no additional cost with each pair of eyeglasses. - Making corrections on prescribing errors at no cost within 90 days of the initial order. - Ensuring a maximum error/defect tolerance of 2% outside of ANSI standards. Period of Performance The contract will have a five-year ordering period from April 1, 2026, through March 31, 2031, with task orders issued for each priced period. Place of Performance Services will be performed at the Edward Hines VA Hospital located at 5000 S. 5th Street Bldg. 228, Room 1051, Hines, IL 60141-1457 and the Joliet Community Based Outpatient Clinic located at 1201 Eagle Street, Joliet, IL 60432.
