NOTICE OF INTENT TO SOLE SOURCE

Mission and Installation Contracting Command, Fort Gordon, Georgia intends to negotiate/award a sole-source contract with NICHE VISION, FORENSICS, LLC. for the following items: STR Mix Annual Maintenance. The NAICS code is 513210. The authority for this non-competitive award is 10 USC 2304(c)(l), Only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 12:00 PM on March 09, 2026, the award will be made without further notice. Oral communications are not acceptable in response to this notice. Background The Mission and Installation Contracting Command at Fort Gordon, Georgia intends to negotiate and award a sole-source contract to Niche Vision Forensics, LLC for STRmix Annual Maintenance. This contract is essential for the United States Army Criminal Investigation Laboratory (USACIL), which utilizes STRmix software for DNA profile analysis. The software is critical for deconvolution and statistical analysis of DNA profiles, employing advanced algorithms to provide accurate likelihood ratios for forensic investigations. The USACIL aims to maintain the effectiveness of this state-of-the-art forensic statistical software over the next five years. Work Details The contractor will provide maintenance and support services for the STRmix software, including: - Maintenance of 84 stand-alone STRmix software licenses. - All new point and major version releases. - Expert resolution of general STRmix scientific support questions, including troubleshooting and case-specific queries. Exclusions include validation, platform upgrades, or version upgrade support. The contractor must ensure that all services meet the standards outlined in the Performance Work Statement (PWS). Period of Performance Base Year: 01 April 2026 to 31 March 2027. Place of Performance The work will be performed remotely at the vendor's facilities.
