Background The East Hawaii Region of the Hawaii Health Systems Corporation (HHSC), an agency of the State of Hawaii, is issuing this Request for Proposals (RFP) to engage a Qualified Health Information Management (HIM) Consultant. The goal of this contract is to oversee the hospital's Epic-based medical record system, ensuring compliance with relevant regulations and improving operational practices related to the management of medical records. Work Details The consultant will provide oversight for the Epic Medical Record System, focusing on Release of Information (ROI) workflows and Legal Medical Record governance. Key responsibilities include: 1. Conducting regular onsite visits and remote consultations, averaging 12 hours per month. 2. Performing quarterly formal reviews and monthly touchpoints with hospital staff. 3. Delivering quarterly written reports that include findings on Epic ROI compliance, Legal Medical Record governance, record integrity, security reviews, and alignment with policies. 4. Providing recommendations for updates to HIM/ROI policies mapped to Epic workflows. 5. Establishing an HIM audit plan using Epic reporting/audit evidence. 6. Offering targeted training for HIM/ROI staff on Epic workflows and legal request handling. Period of Performance The contract will be effective for one year upon execution, with the possibility of extending for additional one-year periods at HHSC's discretion. Place of Performance Services will be performed at facilities within the East Hawaii Region of HHSC, specifically in Hawaii County. Bidder Requirements Consultants must have a minimum of five years' experience in acute care medical record system oversight, including expertise in Epic HIM/ROI workflows. Preferred qualifications include RHIA certification; RHIT certification is acceptable with relevant leadership experience. All staff must have valid governmental ID and clear background screenings.
