1. Description of Requirement The 5th Contracting Squadron at Minot AFB is publicizing this Source Sought notice in order gather industry information on capability and availability of contractors to provide regulated garbage incineration services for Minot Air Force Base (AFB), North Dakota. This is not a Request for Quotation (RFQ), Request for Proposal (RFP), nor an Invitation for Bid (IFB) and must not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses are completely voluntary and will not be considered as quotes, proposals or bids, nor will any award be made as a result of receiving a response. The Government will not be responsible for any costs incurred by interested parties in response to this notice. Any future solicitation, including specifications and/or drawings, will be made available only on the System for Award Management (SAM) website (https://sam.gov). Interested Parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments. 2. Required Vendor Information / Capability Statement All interested parties are invited to submit a Capability Statement. There is no required format for the Statement; however, it should, at a minimum, include the following: Company name, address, CAGE code, and UEI number. Point of contact with phone number and email address. A brief description of your company and its capabilities as they relate to the requirements outlined in Attachment 1 - Statement of Work (SOW). 3. Submission Instructions Please submit your Capability Statement via email to kha.ho@us.af.mil and keri.meis.1@us.af.mil. Background The 5th Contracting Squadron at Minot AFB is seeking industry information on contractors capable of providing regulated garbage incineration services for Minot Air Force Base, North Dakota. This initiative aims to ensure compliance with U.S. Department of Agriculture's regulations regarding the disposal of waste generated from aircraft that have traveled internationally, which is classified as 'Regulated Garbage' to prevent the introduction of foreign pests and diseases. Work Details The Contractor shall provide all personnel, equipment, materials, supervision, and other items necessary to perform regulated garbage incineration at Minot AFB. The scope includes: 1) Incinerating all regulated garbage according to USDA APHIS standards; 2) Operating and maintaining an approved facility for disposal; 3) Providing a primary and alternate point of contact; 4) Submitting invoices as per outlined procedures. The definition of 'Garbage' includes food scraps, food wrappers, waste from food preparation areas, and unconsumed meals. Regulated Garbage is defined based on its origin from conveyances that have been in specific ports within designated timeframes. The Government is responsible for collecting and securely transporting the garbage to the Contractor's facility, ensuring proper containment and labeling during transit. Place of Performance All services will be performed at the Contractor's approved facility located in Minot, ND.
