Background The U.S. Army Corps of Engineers (USACE), Baltimore District, is conducting market research to identify qualified firms capable of providing technical support services. This effort aims to support the USACE Baltimore Construction Division through two primary functional areas: Construction Management Support (CMS) and Scheduling, Project Controls, and Delay/Claims Analysis. The goal is to inform the acquisition strategy for future requirements. Work Details The contractor will provide non-personal services in the following areas: - Area A: Construction Management Support (CMS) which includes field support, quality assurance, and construction administration. Typical tasks include participation in the three-phase inspection process, daily QA oversight and reporting, review of contractor submittals (excluding Designer of Record submittals), review of monthly progress schedules, meeting support (including agendas and minutes), deficiency tracking and corrective action monitoring, support for change order administration, technical input regarding requests for equitable adjustments (REAs), disputes, claims, review of contractor payment requests, and support for contract closeout and warranty inspections. - Area B: Scheduling CMS / Project Controls / Data Analytics Support which may require proficiency in tools such as Primavera P6, Oracle Primavera Cloud (OPC), and Power BI. The contractor must utilize USACE systems like RMS/RMS3 and Microsoft Office. Personnel must identify themselves as contractors in all communications and are not authorized to change construction contract terms or provide direction to construction contractors directly. Place of Performance Performance may occur at multiple locations including Fort Meade, MD; Fort Detrick, Frederick, MD; Fort Belvoir, VA; Raven Rock Mountain Complex (RRMC), Liberty Township, PA; Letterkenny Army Depot (LEAD), Chambersburg, PA; Fort Myer, Arlington, VA; The Pentagon, Washington, D.C.; Real Property Services Field Office in Annapolis Junction, MD; and USACE Baltimore District Headquarters in Baltimore, MD.
