The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&amp;IMF) is issuing a request for quote (RFQ) to Northrop Grumman Systems Corporation/Northrop Grumman Marine Systems, in accordance with RFO 6.103-1, for a Firm Fixed Price contract to perform repairs on SSTG No. 1 and No. 2 onboard a Virigina Class Submarine. In accordance with Class Deviation 2026-O0017 (DFARS PGI 206.103-170(d)) a sources sought notice, N32253-26-Q-0002, was posted to the Government Point of Entry (GPE), SAM.gov, from 16 December 2025 to 30 December 2025 to satisfy this requirement. The Government received one response that was deemed to be incapable in performing the requirement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 Ship Building and Repair with a size standard of 1,300 employees. Background The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&amp;IMF) is issuing a request for quote (RFQ) to Northrop Grumman Systems Corporation/Northrop Grumman Marine Systems for a Firm Fixed Price contract to perform repairs on Ships Service Turbine Generators (SSTG) No. 1 and No. 2 onboard a Virginia Class Submarine. Work Details The contractor is required to provide the following services: 1. **General Requirements**: - Provide 30 days of qualified Original Equipment Manufacturer (OEM) technical assistance for each SSTG unit in support of Catcher Bearing removal and reinstallation by PHNSY personnel. - Provide OEM personnel for disassembly, inspection, and repair of each SSTG unit. - Disassemble, clean, and inspect various components of each SSTG unit for signs of overheating or defects. - Submit inspection results in an approved format to the supervisor. 2. **Installation and Machining**: - Remove existing materials and install new materials as specified. - Accomplish in-place machining and grinding to final finish on specified components. 3. **Testing**: - Conduct SSTG Static Tuning, grooming, and testing, with results documented and submitted to the supervisor. - Conduct SSTG Dynamic Tuning with monitoring of radiation exposure for personnel involved in this process. 4. **Documentation**: - Submit various reports including as-closed condition reports, certificates of completion, and radiation exposure reports as required throughout the project.
