Background The Hays County Civil Service Commission is seeking proposals from qualified vendors to provide comprehensive promotional testing and assessments for various ranks within the Hays County Sheriff’s Office. The goal of this contract is to develop, validate, administer, and score examinations and assessment centers to evaluate candidates for various ranks within the Office. This includes analyzing test results and providing feedback reports to candidates. Work Details The vendor will work with the Sheriff Office’s Board of Examiners to conduct job analyses for each rank, develop written examinations, and create assessment centers for the following positions: - Jail Staff (Corporals, Sergeants & Lieutenants) - Dispatch Staff (Emergency Communication Officer Leads, Emergency Communication Officer Manager) - Law Enforcement Staff (Corporals, Sergeants & Lieutenants) The vendor's responsibilities include: - Conducting initial data collection and on-site data collection to gather information on tasks, duties, responsibilities, knowledge, skills, and abilities required for each position. - Developing separate written promotional examinations based on job-related analysis. - Preparing promotional examination announcements in compliance with Civil Service Rules. - Administering the examination process either fully or partially as determined by the Civil Service Commission. - Providing scoring capabilities at the test site with timely delivery of results. - Documenting all work conducted and providing comprehensive reports within five days of receiving exam materials. Additional services may include in-service training or coaching as requested by the Sheriff’s Office. Period of Performance The initial contract term is one year from the award date with four optional one-year renewals. Place of Performance Services will be performed at locations designated by Hays County in Texas. Bidder Requirements Vendors must demonstrate at least five years of experience in public engagement facilitation services. They must also provide proof of professional liability insurance during the contract term. Additionally, vendors must not be debarred or suspended from federal contracts as verified through SAM.gov.
