Background The West Virginia Division of Administrative Services is soliciting Expressions of Interest (EOI) on behalf of the West Virginia State Police to provide architectural and engineering services for the replacement of HVAC systems and building automation controls at the West Virginia State Police Headquarters located at 725 Jefferson Road, South Charleston, WV. This project aims to modernize the facility's HVAC systems to improve energy performance and ensure reliable climate control for its 24/7 operations, maintaining the operational integrity of this mission-critical building. Work Details The contractor will conduct a comprehensive assessment of the existing mechanical systems, develop a phased decommissioning plan, and propose high-efficiency HVAC solutions tailored to the building's requirements. The services include: 1) Providing design plans and specifications for energy-efficient air systems; 2) Developing specifications for a new building automation control system that integrates with existing equipment; 3) Addressing humidity issues within the building; 4) Conducting site visits post-contract award to evaluate existing equipment; 5) Ensuring compliance with ASHRAE, NFPA, NEC, IBC standards; 6) Installing new units with necessary electrical components; 7) Submitting drawings and cost estimates at various project milestones (35%, 65%, 95%, and 100%); 8) Managing complex site logistics for seamless installation with minimal downtime; 9) Providing expert input to align new equipment with functional requirements. Period of Performance The contract will be effective upon notice to proceed and will extend for a period of three years, with potential renewal options subject to mutual consent. Bidder Requirements Vendors must be licensed in West Virginia as an Architectural or Engineering firm with a minimum of five years’ experience in similar projects. They must also provide proof of insurance including General Liability Insurance ($1 million), Automobile Liability Insurance ($1 million), Professional Liability Insurance ($1 million), and comply with all applicable laws. Additionally, all project employees must pass a background check.
